What are Category 1 and 2 Responders?

Under the terms of the Civil Contingencies Act (2004) Category 1 Responders are those organisations with a statutory duty to plan for emergencies.

Category 2 Responders are those organisations with a statutory duty to work with Category 1 Responders to enable effective planning.
